In the 2019 proposed budget currently before the legislature, the federal governments share of minerals and mining is n1.29bn. the medium-term expenditure framework projects the income from the sector for 2020 and 2021 as n1.375bn and n1.469bn, respectively. with this level of expected revenue, it is clear that the reforms proposed in the sector have not worked and there is no plan to make the reforms work, considering the projections for 2020 and 2021. it is also acknowledged that the major mining companies are yet to invest in the nigerian solid minerals sector.
In the light of the foregoing, it has become imperative to review the implementation of the act and take steps to ensure that its provisions are respected to yield the desired dividends. this will involve getting the right leadership for the ministry and taking care of all policy, infrastructure and financial challenges. if other countries, less endowed in terms of human and material resources are earning high revenues from this sector, we should at least understudy what they have done so as to learn and improve revenues from the sector.
The federal government says its target is for the solid minerals sector to account for 10 per cent of the gross domestic product, gdp, in the nearest future.
